GovTech Catalunya

GovTech Catalunya is the Government of Catalonia’s initiative, led by the Secretariat for Telecommunications and Digital Transformation to transform public administration and accelerate its digital transformation through innovation. It drives the development of innovative technological solutions aimed at improving public services.

GovTech refers to the emerging sector at the intersection of technology, innovation, and public service. It encompasses digital solutions developed by local startups, scale-ups, SMEs, and research centres that aim to improve how governments operate and deliver services. Unlike traditional public sector IT, GovTech focuses on agility, citizen-centricity, and co-creation, often leveraging cutting-edge technologies such as AI, data analytics, and digital platforms to address complex societal challenges. The sector plays a crucial role in modernizing public administration and making it more transparent, efficient, and responsive to citizens’ needs.

GovTech Catalunya seeks to establish closer, more immediate, and flexible connections with citizens through open innovation and collaboration with the digital ecosystem. It fosters co-creation among public institutions, startups, tech SMEs, and research centres to address real public challenges. In Catalonia, over 350 solution providers are part of the growing GovTech ecosystem.

The programme acts as a bridge between the public sector and the innovation ecosystem, offering a structured framework for agile experimentation, pilot deployment, and the scaling of tech-enabled services for citizens.

It connects emerging companies with public administrations to co-design, develop, and implement innovative digital solutions that respond to concrete challenges identified by the public sector.

Key objectives of the programme:
