Cybersecurity is an essential technology for protecting society and ensuring digital autonomy. In turn, it is a growing market sector, and most governments point to it as one of their priority objectives. In the case of Spain, this objective is reflected in the National Cybersecurity Strategy (ENC). Action Line 5 of the ENC highlights the need to “Promote the Spanish cybersecurity industry and the generation and retention of talent for the strengthening of digital autonomy,” and emphasizes the importance of R&D&I to achieve this goal.
CICERO is born with the mission of launching a strategic R&D&I program in cybersecurity, oriented towards technology transfer, which is complemented by the generation and capture of research talent in this field.
The CICERO Grouping is formed by five technology centers and technological innovation support centers of reference in the field of information technologies, which have extensive experience in Cervera Cybersecurity technology:
Within the framework of the project, i2CAT will lead Activity 5 – “Challenges in response and recovery.” Thus, within the framework of Task 5.2 – “Security orchestration,” i2CAT will implement and integrate a security service orchestrator within an automated threat detection and mitigation platform framework, adapted to the network edge. To that extent, this work will consider the integration of i2CAT’s security service orchestration solution with the O-RAN framework, with a security orchestration and management framework. On the other hand, in Task 5.3 – “Application of security in depth for programmable security scope,” i2CAT will work on security programmability. To minimize the impact of applying security on O-RAN performance, i2CAT will study novel technologies to conceive security services close to the data plane. i2CAT will study several technologies that serve for the implementation of security services and will evaluate them based on their performance, exploitation complexity, maturity, and applicability to the O-RAN environment.
La agrupación CICERO tiene por objeto abordar el posicionamiento de sus centros en la tecnología Cervera 25 relativa a Ciberseguridad, concentrando esta función en el desarrollo de sistemas robustos de tratamiento de la información para identificar y reducir las vulnerabilidades de sistemas y redes, basados en la aplicación de tecnologías de seguridad de señales y datos, así como el desarrollo de tecnologías de virtualización de red y redes definidas por software.
En el ámbito social, CICERO espera impulsar iniciativas directamente relacionadas con la creación de empleo en cada uno de los centros, con un total de 21 personas. Se realizarán esfuerzos para que al menos el 30% sean mujeres y además el 10% sean doctoras. También se facilitará la iniciación o finalización del doctorado por parte de 12 investigadores.
En el ámbito económico, se espera colaborar con 64 entidades con una proyección a 3 años de contratación o colaboración en I+D+i que movilizará un gasto en I+D+i en ciberseguridad de 9 millones de euros totales. Este impacto económico de CICERO contribuirá a la sostenibilidad de los centros, aumentando los índices de proyectos nacionales e internacionales y la creación de nuevos contactos con empresas.
En el ámbito medioambiental, el impacto de las soluciones de ciberseguridad está íntimamente relacionado con la contribución y resolución de la problemática a la que se enfrentan importantes infraestructuras críticas y a los riesgos continuos a los que están expuestos. Un ejemplo claro puede ser el impacto sobre las infraestructuras relacionadas con el agua o energía. A tal fin, por parte de CEIT e ITCL se realizará difusión de resultados de la agrupación entre el sector de gestión del agua y energía, entre otros.
